GPOBA Grant Agreements
Between January and June 2008, GPOBA signed four grant agreements and approved two projects for commitment and two projects for technical assistance. These activities are in the water and sanitation, health, and energy sectors in countries in Sub-Saharan Africa, the Middle East, and Latin America.

Increasing Access to Piped Water Services in Kampala, Uganda
|
|
In February, GPOBA signed a grant agreement with Uganda's National Water and Sewerage Corporation (NWSC) for US$2.5 million to support improved access to piped water services for an estimated 400,000 poor people living in slum areas of Kampala, the capital of Uganda.

| Improving Water Services for Poor Households in Mozambique
In April, GPOBA signed a grant agreement
with Mozambique's Water Supply Assets and Investment Fund (FIPAG) for US$6 million to increase piped-water access for an estimated 468,000 poor people living in five cities: Beira, Maputo, Nampula, Pemba, and Quelimane.

| Improving Access to Water Services in Cameroon
Also in April, GPOBA signed a grant agreement for US$5.25 million with Cameroon's state-owned asset holding company Camwater to expand access to urban and periurban water supply for an estimated 240,000 poor people.

Yemen Safe Motherhood Program
In early June, GPOBA signed a grant agreement for US$6.23 million with the Saudi Yemeni Healthcare Company, Al Mawarid Company for Educational and Health Services, and SOUL for the Development of Women and Children, to improve maternal care for up to 40,000 women in poor districts of Yemen’s capital, Sana’a.

Solar PV Systems to Increase Access to Electricity Services in Ghana
|

This project will aim at providing an estimated 15,000 households in rural areas of Ghana with access to electricity services by subsidizing installations of off-grid solar photovoltaic systems. Read more >> |

Ethiopia Electricity Access Rural Expansion Project II (EAREP II)
This OBA scheme would help EEPCo, a state-owned national utility, finance the cost of connecting 286,000 poor households in rural areas to the electricity grid.

Technical Assistance Approved

Mexico: OBA national wastewater facility
GPOBA has approved funding of US$350,000 for technical assistance to help the Government of Mexico develop an OBA facility aimed at providing wastewater collection and treatment to the poor. It is expected that up to 1 million low-income households will benefit in the 12 municipal areas considered in the first stage. Read more>> |
Brazil : Design of OBD/OBA schemes for water and sanitation projects
GPOBA has approved funding of US$180,000 to provide technical assistance and bring in international best practice for the design of two proposed water and sanitation OBA facilities, to be financed by the World Bank and the Government, in the Brazilian States of Pernambuco and São Paulo. Read more>>

IFC Contribution
GPOBA received US$25.5 million from the International Finance Corporation (IFC) to be used for subsidy funding in the areas of private sector instrustructure, health, and education. This is the first tranche of a US$97.8 million contribution approved by IFC's Board in December 2007. |
GPOBA Donors Meet in Stockholm
GPOBA’s Program Council (governing body) met in Stockholm on May 7, 2008. The donors confirmed GPOBA’s Vision Statement, adopted in February 2008, which outlines a vision for the next five years in which GPOBA would mainstream output-based aid with development partners and act as a Center of OBA Expertise. | Training session on "Designing and implementing an OBA project in the World Bank" (February 2008)
A training session organized by GPOBA during the World Bank's Sustainable Development Network (SDN) Week covered many aspects of OBD/OBA project design and implementation, including legal issues, procurement, and financial management, and included a case study from Senegal.

Output-Based Aid in Mongolia: Expanding telecommunications services to rural areas (February 2008)
Access to telecommunications services has been extremely limited in the remote and sparsely populated areas of Mongolia. As first steps in rolling out a universal access program, two pilot projects are bringing phone service to remote herder communities and both mobile phone and Internet services to rural villages. To support the delivery of these services, one-time output-based subsidies were competitively awarded to licensed telecommunications operators in Mongolia.

Performance-based contracting in health: The experience of three projects in Africa (April 2008)
Performance-based contracting in health is an example of an output-based approach to improving health service delivery. In 2003 and 2004 GPOBA supported the design of three output-based aid schemes using performance-based contracting in Uganda, the Democratic Republic of Congo, and Rwanda. GPOBA's technical assistance led to three innovative projects funded by the World Bank and CIDA.

Output-based aid in Cambodia: Getting private operators and local communities to help deliver water to the poor - the experience to date (April 2008)
The OBA pilot in small towns in Cambodia, funded by a World Bank credit, was one of the first OBA water supply pilots to be initiated.The project was initially hailed as a success, but for various reasons has not to date delivered the expected results. This working paper looks at the initial lessons learned.
