Annual Report 2011: Maturing portfolio is achieving results for the poor

GPOBA’s portfolio of 30 output-based aid (OBA) subsidy schemes delivered impressive results and reached a record number of beneficiaries in fiscal year 2011 (FY11). The amount disbursed in FY11-- $24.2 million--equaled total disbursements for the previous four years combined. In addition to developing the subsidy portfolio, GPOBA is supporting adoption of OBA approaches by governments, other development partners, and the World Bank Group. GPOBA recently updated and published the fact sheet What is OBA?, which provides a brief overview of the output-based aid (OBA) mechanism, the experience so far with OBA in the World Bank Group, and how OBA can contribute to aid effectiveness. The updated note is available in English, French and Spanish.

Kenya: 66,000 low-income households to benefit from electricity connections

In October, GPOBA signed a grant agreement of US$5.24 million with the Kenya Power and Lighting Company to increase access to electricity for low-income households using an output-based aid approach. The project will subsidize connections to the electricity grid for around 66,000 households (roughly 265,000 people) in Kenya’s largest slum, Kibera (Nairobi), and informal settlements in the Western, Central, and Coast Provinces. Lesotho: Hospital Public-Private Partnership Heralds a New Era for Health Care Delivery

On October 21, Lesotho's King Letsie III officially opened the new Queen 'Mamohato Memorial Hospital, part of an innovative public-private partnership scheme. The partners for the scheme are the Government of Lesotho, Tsepong Consortium, IFC Advisory Services, the World Bank, and GPOBA. The project aims to create a lasting solution to the daunting challenges facing Lesotho's health sector: high poverty levels, low life expectancy, and the third highest HIV prevalence rate--23 percent for ages 15-49. The new referral hospital, along with three filter clinics, will help ease the burden on Lesotho's health sector and improve access to health care for about half-a-million Basotho. The Global Partnership on Output-Based Aid (GPOBA) is a partnership established in 2003 by the UK (DFID) and the World Bank. Its other donors are the IFC, the Netherlands (DGIS), Australia (AusAID), and Sweden (Sida). GPOBA aims to fund, design, demonstrate and document OBA approaches to improve access to basic infrastructure and social services for the poor.
