Output-Based Aid: Lessons Learned and Best Practices
Output-based aid (OBA), an innovative approach that ties payment of aid to the delivery of concrete results, has some proven advantages over traditional aid approaches. Innovative Finance for Community Water Schemes in Kenya

A new documentary film highlights an innovative project that is increasing access to clean and reliable water for rural communities in Kenya. The project uses a blend of commercial finance and an output-based subsidy to help community-based water providers access the finance they need to improve water systems and connect poor households to piped water.

OBA Highlighted by World Bank MD
Ngozi Okonjo-Iweala urged policymakers to find solutions for the 2.6 billion people lacking access to sanitation and the 884 million lacking access to safe water. Okonjo-Iweala’s speech, at a Spring Meetings event to raise awareness about water and sanitation, highlighted OBA as one of the ways to increase access to water for the poor.

Yemen: Grant Signed for Peri-urban Water Project

GPOBA subsidy funding of US$5 million will help expand access to water supply for poor households in peri-urban areas of Yemen that are not currently served by the water network. Around 210,000 people are expected to benefit from the pro-poor scheme, which will use geo-targeting to reach people in low-income neighborhoods in selected cities.

Africa: Health Projects Disbursing on Verified Outputs

Two GPOBA health projects, which aim to improve health outcomes for the poor in Africa, are now disbursing on verified outputs. A pre-paid health scheme in Nigeria has disbursed US$208,508 for the successful enrollment of 1,187 beneficiaries. In Uganda, a reproductive health vouchers scheme has disbursed US$210,000 for 9,861 safe deliveries and 5,541 STD treatments.

National OBA Fund for Uganda Water Sector

GPOBA is providing US$187,000 in technical assistance to help initiate an OBA fund for Uganda’s water sector. This will build on lessons and best practices from existing OBA pilot schemes aimed at improving access to water supply services in Kampala and selected small towns and rural growth centers.

New OBApproaches Titles and Translations
GPOBA recently published two new OBApproaches titles. Note No. 32 shares experiences in piloting OBA to help poor children gain access to quality secondary school education; and Note No. 30, a French translation of Leveraging Private Sector Finance for Rural Piped Water Infrastructure in Kenya, highlights how innovative financing can help community water schemes succeed.

GPOBA Participates in 2010 African International Water Congress
GPOBA delivered a half-day seminar on financing water supply services using OBA approaches during the 15th African International Water Congress (AIWC), hosted by the Ministry of Water in Kampala, Uganda. The seminar attracted over 60 participants, consisting mainly of water utility managers, regulators, academicians and some donor representatives. The presentation focused on the concept of OBA and how it applies to financing water supply services for the poor.

GPOBA Using More Digital Tools to Disseminate Best Practices and Lessons in OBA
As a global partnership with stakeholders in all corners of the world, GPOBA is taking advantage of online communication tools as a way to share lessons in OBA with a growing Community of Practice, development partners and other stakeholders. For example, people can now access GPOBA presentations from key events like the recent launch of the OBA Review study on Slideshare. GPOBA is also using Twitter, a tool that allows the program to share links to events or publications and to stay connected with the activity of other organizations in the development community.

Increased Dissemination Funding

As more OBA pilot projects begin disbursing on verified outputs, GPOBA is engaging in increased dissemination activity to share lessons learned. The range of dissemination activity reflects the partnership’s transition into a Center of Expertise and includes a study to explore Investment Financing for Infrastructure Leading to Climate Change Mitigation and Adaptation (US$74,260), a feasibility study on using OBA for Sustainable Sanitation (US$74,604), and an Access-to-Finance Study (US$74,500) to identify the most effective ways for private sector partners to manage financing constraints in OBA projects.

The Global Partnership on Output-Based Aid (GPOBA) is a global partnership, initially established as a multi-donor trust fund, which aims to fund, design, demonstrate and document OBA approaches to support the sustainable delivery of basic services to those least able to afford them and to those currently without access.
