GPOBA Annual Report 2009

GPOBA's activities in 2009 included the launch of a new knowledge and learning program on output-based aid (OBA). The program also grew its portfolio which now includes 28 OBA subsidy schemes for a total of US$109.3 million; 16 are delivering outputs.

New Learning Opportunities on Output-Based Aid

Development partners and World Bank Group staff can participate in a new course about output- or results-based aid approaches and how to use them to improve delivery of basic services to the poor. The two-day training workshops are supported by additional online resources, accessible on the GPOBA website’s Community of Practice section.

India: Launch of Mumbai Slum Electrification Project

GPOBA subsidy funding will deliver at least 26,250 safe and legal electricity connections in the slums of Mumbai. The project will demonstrate how an OBA approach can be used to increase the level of access to safe and adequate electricity supply; and provide a roadmap for potential scale-up in Mumbai, across India and in other large urban slum environments globally. Bangladesh Rural Electrification and Renewable Energy Development projects increasing access to electricity among poor

Rural communities, mainly in remote areas of Bangladesh, will benefit from two projects aiming to increase access to electricity and the range of electrification options available to households. GPOBA will fund a “pro-poor” subsidy designed to ensure that poorer consumers receive a relatively higher level of subsidy. Read more>>

Uganda Rural Electrification: Connecting low-income households

About 200,000 rural households will gain access to electricity as a result of the broad-based OBA Energy for Rural Transformation (ERT) scheme. GPOBA is providing US$84,500 in technical assistance and eligibility for subsidy funding has been approved.

National OBA facility for the Philippines
GPOBA is providing $225,000 in technical assistance to help establish a national entity to manage an OBA facility for the water sector in the Philippines. This follows the successful implementation of a pilot project that is facilitating access to safe drinking water for poor families in Metro Manila.

Connecting Colombia's Poor to Natural Gas Services: Lessons Learned from a Completed Output-Based Aid Project
GPOBA recently completed a project that made 35,000 new natural gas connections to poor households in Colombia's Caribbean coastal region. This note explores the results of the program, such as improvements in health, and draws lessons for future projects. Read more>>

New Swedish contribution to GPOBA
The Swedish International Development Cooperation Agency (Sida) has made a one-time contribution of approximately US$8.9 million to GPOBA. Sida has expressed interest in using part of this contribution to invest in a renewable energy scheme in Bangladesh. Read more >>

Selected governments to get training in best use of OBA
The core principles of OBA will be shared with selected governments through a new training program with a US$450,000 grant from GPOBA. The workshops will provide access to information and a forum for discussion about the potential for use of OBA in areas such as performance-based contracting. Read more >>

Review of Output-Based Aid (OBA) projects to provide analysis of financing issues for partners

As GPOBA prepares for its transition into a Center of Expertise, the program is funding a study that aims to identify the challenges faced by partners in trying to access financing for OBA schemes. The results of the comprehensive review of OBA projects will inform future pilots and the process of "mainstreaming" of OBA schemes. Read more>>

The Global Partnership on Output-Based Aid (GPOBA) is a global partnership, initially established as a multi-donor trust fund, which aims to fund, design, demonstrate and document OBA approaches to support the sustainable delivery of basic services to those least able to afford them and to those currently without access.
