GPOBA’s new Annual Report records progress in the program’s first pilot projects, five of which are disbursing against independently verified outputs, benefiting over 235,000 people so far. The report also notes that GPOBA more than doubled its portfolio of OBA subsidy schemes in fiscal 2008 to US$72 million.

Output-based disbursements in Mexico:
Transforming the water sector in Guanajuato
A project in the Mexican state of Guanajuato shows how tying disbursements to specific outputs can provide incentives for effective implementation of a water sector strategy. The disbursements, from pooled government and World Bank loan funds, are made against connections to safe and reliable water service and improvements in utilities’ efficiency and wastewater treatment.

Guide to Honduran OBA Facility for Water and Sanitation Projects

 The Honduran Social Investment Fund (FHIS) has published a guide to the Honduran OBA facility, a fund for improving water and sanitation services that is expected to benefit about 40,000 low-income households in rural and peri-urban areas of Honduras. Read more>>

Speech on Vietnam Rural Water Project
In September, as part of the Vietnam Rural Water Project, responsibility for the Binh Chanh water scheme was transferred to the local community. At the ceremony, Xavier Chauvot de Beauchêne (World Bank/GPOBA task manager) gave a short speech in which he explains the benefits of the scheme for local families and emphasizes their role in making it sustainable. Yemen: Qabel village water supply

The aim of this scheme is to expand the provision of safe drinking water supply and sanitation services to urban and peri-urban households in three or four cities in Yemen.

Reproductive health improvement program launched in Western Uganda

Project launch in Uganda

In September, the Ugandan Ministry of Health in conjunction with Marie Stopes International-Uganda (MSI) launched a GPOBA-supported project to treat sexually transmitted diseases (STDs) and reduce maternal and infant mortality among poor people in western and southern Uganda.

Contract signed for first Honduran OBA facility project
In August, the Honduran Social Investment Fund (FHIS) and the National Autonomous Aqueducts and Sewer Systems Service (SANAA) signed a contract to implement a clean water project for 16 poor neighborhoods in the suburbs of Tegucigalpa. The project is the first to be financed through the Honduran OBA facility. Read more >>

 
The Global Partnership on Output-Based Aid (GPOBA) is a global partnership, initially established as a multi-donor trust fund, which aims to fund, design, demonstrate and document OBA approaches to support the sustainable delivery of basic services to those least able to afford them and to those currently without access.
