A study on the targeting performance of OBA access subsidies

The objectives of this study are to:

• establish a conceptual framework for analyzing the targeting performance of connection/access subsidies, based on existing literature.
• undertake a review of existing projects using connection/access subsidies in order to develop a general typology targeting mechanisms.
• develop appropriate targeting performance indicators for connection/access subsidies and determine the extent to which these can be included in the monitoring and evaluation framework for output verification
• identify lessons learned from connection/access subsidies; particularly whether such projects effectively target the poor and which subsidy designs seem to be the most effective in targeting the poor

Expected outputs include:

• a  report on connection/access subsidies and their effectiveness in reaching the poor;
• an improved database of OBA and non-OBA connection/access subsidies;
• greater dissemination of the effectiveness (or not) of connection/access subsidies;
• greater dissemination of the relevance and effectiveness (or not) of the OBA approach.

GPOBA is being requested to fund the entire activity, including the engagement of a qualified facilitator. This is considered a key activity in line with GPOBA’s objective of increasing the adoption of OBA approach by increasing the evidence base on its effectiveness as compared to other approaches.
