An Incentive Rebate Approach to Growing Private Water Systems: Lessons From a Cambodian Experiment

In Cambodia, USAID has funded a program to expand access to safe water in rural villages through private water service companies. The results-based financing mechanism used, an incentive rebate approach, has many similarities with output-based aid. This paper reviews the experience and lessons from the program.
