| Activity Objectives: | The objective of this activity is to prepare for the planned analysis on the political economy of mainstreaming results-based financing. The preparation will be conducted primarily through a) desk research, and b) consultations with various experts and relevant stakeholders. The end product of this preparation phase analysis will be an Economic and Sector Work (EW) resulting from the desk research. The planned analysis that will emerge after the preparatory phase will be a Technical Assistance (TA). The activity will primarily consist of 1) a comprehensive desk research, 2) meetings and conference calls with GPOBA TTLs, selected Bank country/sector staff, members of the World Bank Political Economy Community of Practice, political economy professors, and government representatives (where appropriate) to a) finalize the concept note; b) finalize and begin preparatory work on a demand-driven output (to be determined by the consultations); 3) attendance of political economy-focused World Bank events, among other miscellaneous tasks. Key deliverables: 1) a desk research on a retrospective comparison between the Rwanda and Tanzania experiences of "achieving" or "failing" the rolling-up of a national P4P-RBF mechanism for the entire health sector (TBC), and 2) a final draft of the Concept Note. |

| GPOBA's role: | Funding for this initial preparation stage will come from GPOBA, as this is a GPOBA initiative under the program’s Center of Expertise vision plan.
