April 7, 2008 -- As part of its National Program “Electricity for a Life with Dignity” (“Electricidad para Vivir con Dignidad”), on April 3, 2008 the Bolivian Government launched the prequalification process for firms and consortia interested in bidding for the installation and after-sales services of 7,000+ Solar Home Systems in seven areas of Bolivia.
The project, funded by the Global Partnership on Output-Based Aid (GPOBA), builds on the successful subsidy mechanism developed under the ongoing World Bank-funded Decentralized Infrastructure for Rural Transformation (IDTR) program.
The GPOBA project will pay output-based subsidies to private providers for the sale, installation, after-sales service, and market development activities for Solar Home Systems (SHS) for rural households, micro-enterprises, schools and clinics.
Seven new, exclusive SHS service contracts will be bid out between April and August 2008 in the provinces of La Paz and Tarija in a one-stage, multi-lot simultaneous tender.
Each area will be awarded to the qualified bidder committing to service the largest number of users at a given total subsidy per area (which is at the same time the one requiring the lowest unit subsidy).
National and international firms are encouraged to participate; they can associate to create a consortium, so as to strengthen experience, and financial and technical capacity.

Deadline for the submission of prequalification requests is May 20, 2008.
