Review of Performance-Based Contracting (PBC) in the Road Sector and Development of a Strategy for PBC Implementation

Activity Objectives:

The activity will provide a balance and interaction between a review of existing examples and a development of a strategy that would guide the Performance-Based Contracting (PBC) implementation. The methodology of the work will consist of two distinct and separate phases; (i) The first phase is a review and synthesis of existing examples and available PBC knowledge with recommendations for the second phase. (ii) The second phase is the development of a strategy, good practice guidelines and bidding documents.

Project Update:

Funding for this project has been approved by PMU.

Development Impact:

The findings of the two phases of this activity will inform the development of projects that aim to increase access and reliability of road infrastructure and road transport services using a PBC approach.

GPOBA's role:

GPOBA will fund Phase I deliverable - a review and analysis of existing examples in PBC - and Phase II deliverable - the development of a strategy, guidelines for best practice and bidding documents for PBC implementation.
