Impact Evaluation: Improved Electricity Access to Indian Slum Dwellers

Activity Objectives:
The objective of this activity is to conduct an Impact Evaluation (IE) in order to assess the impact on beneficiaries of the ongoing project, Improved Electricity Access for Indian Slum Dwellers. The IE has the following goals:
  1. Assess the welfare impact on the beneficiary household in terms of improved safety, better service quality, efficiency and reliability, improved health, economic benefits and improved quality of life.
  2. Compare the project to a similar slum electrification program implemented in India which does not use the OBA approach. Explore and demonstrate the “causation link” between the various determinants of the OBA approach and the achieved results.
The evaluation relies on a quasi-experimental design, and will assess household-level intermediate outcomes and impacts, measured by panel data obtained in both the target area and a comparable “non treated” area.
Further, a comparison of project-level performance indicators will be conducted against a similar slum electrification project identified in India which does not adopt an OBA-based approach.

This project has been approved by PMU.

Development Impact:

The expected result of this TA project is to assess the development outcomes in terms of beneficiaries’ wellbeing and, at the same time, to investigate the OBA’s response to the specific policy issues of slum electrification in Indian slums.

GPOBA's role:

GPOBA will be funding the entire impact evaluation activity, which is a core activity in line with GPOBA’s strategic objective of increasing the available evidence about impacts and results attributable to the adoption of OBA approaches.
