Monitoring and Evaluation (M&E) is a core component of Output-based aid (OBA) schemes. Monitoring systems are part of OBA project design and can include setting up a reporting system, self-reporting by service providers or independent verification of project outputs. M&E is key to on-going quality assurance and the effectiveness of an OBA approach to aid.
