| Activity Objectives: | The objective of this project is to establish a national entity to manage an Output-Based Aid (OBA) facility for the water sector. The facility will scale up a successful pilot project that is facilitating access to safe drinking water for poor families in Metro Manila to other parts of the country. The overall aim of the OBA facility is to ensure widespread access to safe drinking water (and potentially other services) throughout the country by minimizing the chances that service providers will discriminate against poor families who cannot afford to pay the access fee. |

| Development Impact: | To facilitate access to safe drinking water for families who cannot afford the “entry” cost to become regular customers of a Water Service Provider (WSP). |

| GPOBA's role: | GPOBA will pay for the cost of consulting services to carry out a scoping exercise of the major institutions involved in financing water, sanitation, and other development projects and activities. The consultant will also identify the most suitable institution to administer the OBA facility and prepare an implementation program for the institution. |
