Vietnam Upper Secondary Education Enhancement Project

Activity Objectives:

The project is a pilot output-based subsidy scheme to increase access to secondary education at semi-public and private schools to for poor students. The performance-based nature of the project is expected to provide incentives for providing quality education. There is also a technical assistance component to help design the project with a particular focus on developing a system to determine how to incorporate a results measure that will be the basis for subsidy disbursement.

 

Project Update:

The grant agreement was signed on June 15 2010.

Development Impact:

The project will give poor students access to a quality secondary education by subsidizing the cost of school fees.

GPOBA's role:

The gap between the discounted school fee and the cost of providing service will be covered by an output-based subsidy from GPOBA. To ensure that students will get a quality education, participating schools will only receive the subsidy based on a combination of demonstrated attendance and educational attainment. The results measurement system will be designed by the technical assistance component. This is GPOBA’s first approved project in the Education Sector.
