Vietnam Upper Secondary Education Enhancement Project

Activity Objectives:

The project will pilot an output-based subsidy scheme to increase access to secondary education at semi-public and private schools for poor students. The performance-based nature of the project is expected to provide incentives for participating schools to provide a quality education to poor students. There is also a technical assistance component which will help design the project, including the development of a system to incorporate a results measure that will be the basis for subsidy disbursement.

The grant agreement was signed on May 21, 2010.

Development Impact:

The project will give poor students access to a quality secondary education by subsidizing the cost of school fees.

GPOBA's role:

This is GPOBA’s first approved project in the Education Sector. GPOBA will fund an output-based subsidy to address the gap between the discounted school fee and the cost of providing service. To ensure that students will get a quality education, participating schools will only receive the subsidy based on a combination of demonstrated attendance and educational attainment. A results measurement system will be designed by the technical assistance component.
