| Activity Objectives: | The project objective is to develop a comprehensive guidance text that examines in detail the issues related to setting up Output-Based Aid (OBA) Facilities. Issues addressed by the text will include institutional and regulatory requirements, the development of adequate eligibility criteria, targeting, and the implementation steps required for a successful OBA project. The text will also seek to identify the potential pitfalls and challenges. It will draw from GPOBA experiences, notably those documented in OBApproaches and other existing GPOBA knowledge products, but also from other experiences for infrastructure financing using infrastructure facilities, escrow arrangements and other similar structures. |
