New Case Study in the Water Sector

Philippines Water: The province of La Union is introducing an output-based aid approach in the water sector. Of the approximately 52,000 households in this area, only 15 percent are connected to a reliable water supply. Service is far from efficient: about 40 percent of the water produced is lost through leakage. OBA was seen as possibly having important advantages over other options to increase access for the poor.


New Case Study in the Roads Sector

Chad Roads: To help integrate very poor and sparsely populated regions in order to ensure greater access to markets, schools, health facilities and other vital services, Chad’s government is piloting a performance-based contract for the maintenance and management of roads (PMMR). PMMR contracts are aimed at ensuring that the condition of roads adequately meets users’ needs over a period of several years. The private operator is for the most part paid after certain service delivery targets are met.

News Flash: Upcoming Events

Africa Energy Forum

GPOBA will participate in the Africa Energy Forum (AEF) in Barcelona, Spain on 22nd-23rd June 2005 to disseminate the OBA concept in relation to rural energy in Africa. The Africa Energy forum is being organized to discuss business opportunities associated with providing services to rural areas, restructuring the power sector, development and utilization of Africa's natural gas resources, and the exploration and development of the continent’s oil resources.

South Africa Conference

A conference is being organized in Cape Town, South Africa on 6th-7th June 2005 to discuss Lessons from Private Participation in Infrastructure in Sub-Saharan Africa. GPOBA will present a session on improving access and performance of infrastructure service to poor communities through Output-Based Aid approaches. Africa Road Show

The first OBA Road Show took place in Africa from April 7th to April 18th in four East-African countries: Zambia, Ethiopia, Uganda and Kenya. The road show was organized by GPOBA in co-operation with two other global partnership programs, the Water and Sanitation Program (WSP) and the Public-Private Infrastructure Advisory Facility (PPIAF). The objective of the road show was to explore the applicability of OBA as a tool to enhance performance in the water sector, originate a few pilot projects, and engage with related donor initiatives that can potentially enhance the design and implementation of OBA pilot projects. The Road Show was a great success! GPOBA is considering future Road Shows in West Africa, South East Asia, and Central America.
