Decentralized Electricity for Universal Access

Activity Objectives:

This project will lead to direct connections and affordable access to electricity in rural areas of Bolivia. The Project’s objectives are to:

(a) install 7000 Solar Home Systems (SHS) and 2000 Pico-PV systems to extend electricity access to households, schools, clinics and micro & small enterprises (MSEs) in remote and dispersed rural areas (benefiting some 35,000 Bolivian citizens),

(b) develop and consolidate a mechanism for electrification of remote and dispersed households using a new form of public-private partnership (PPP) with innovative, output-based “medium-term service contracts” for the provision of electricity with decentralized, renewable technologies under the Government’s new Universal Access Policy.

A Grant Agreement was signed on June 26, 2007.

GPOBA has previously provided Technical Assistance funding to design the project’s OBA scheme. Through the recently signed Grant Agreement, GPOBA is now providing US$5.2m in one-off output-based subsidies.
