Access to Gas & Heat Supply for Poor Urban Households in Armenia

Activity Objectives:

The objective of the Project is to improve access to gas and heating services for Eligible Households in urban multi-apartment buildings. The Project consists of the following parts:

Part A: Individual Gas Heater Solutions Improving access to gas and heating services for Eligible Households living in urban multi-residential apartment buildings by subsidizing connections to the local gas network and/or installing individual gas heaters.

Part B: Local Boiler Solutions 1. Improving access to heating services for Eligible Households living in urban multi-residential apartment buildings by installing gas-based local boiler systems to serve entire apartment complexes.

2. Improving access to heating services for Eligible Households living in urban multi-residential apartment buildings (which have already selected and/or installed a gas-based local boiler system without connecting to individual Eligible Households apartment units), by connecting individual apartment units to the existing local boiler system.

Part C: Implementation Support Provision of goods, works and services for the effective implementation, monitoring and supervision of the Project.

Project Update:

A Grant Agreement was signed on April 28, 2006.

Development Impact:

This project will subsidize new service connections to 17,000 poor Armenian households.

GPOBA's role:

GPOBA’s effort will serve as a pilot for the upcoming IDA-financed Urban Heating Project. Lessons learnt through this program may help justify increased use of OBA in other IDA projects.

Grant Recipient: Armenia’s Renewable Resources and Energy Efficiency Fund (R2E2) will receive GPOBA’s grant. This fund will then disburse subsidies to local service providers on an output basis.
