Activity Objectives:

The objective of the review is to provide a practical understanding of lessons learned and best practice related to output-based aid (OBA) approaches and the use of OBA  to increase aid effectiveness, including promoting public private partnerships. The activity will generate valuable data to inform the International Development Agency-International Finance Corporation (IDA/IFC) Secretariat's Annual Report and possibly the IDA 15 mid-term review.

Project Update:

The study, Output-Based Aid: Lessons Learned and Best Practices, which was informed by the review completed for this activity was published in March 2010.

GPOBA's role:

GPOBA has hired consultants Castalia Ltd to help with the review. Castalia will focus on an OBA review in those sectors where GPOBA has less experience, in part because of GPOBA's specified mandate. Therefore the consultants will focus on: OBA in roads, ICT and health, as well as OBA using on-going and transitional subsidies. Castalia has good OBA design experience and a global team in addition to DC-based staff who will work closely with the GPOBA Measurement and Evaluation (M&E) team. A key objective will be ensuring that the supplemental review can be seamlessly incorporated into GPOBA's on-going review of its projects and all OBA projects in water, energy, and education.
