GPOBA funding is open to applications from international financial institutions, bilateral donors, NGOs, public and private infrastructure operators, and national and local governments.

GPOBA's activities are grouped under the following funding windows:  

• Technical Assistance: Supporting the design, implementation, and evaluation of individual OBA schemes
• Dissemination: Facilitating the identification and dissemination of experience from OBA schemes
